This was the window in my Bern room. It was totally insane.
The outer set of panes was good, and it really helped soundproof the window.
In the inner set of panes, the top of one of them opened up as well.
In addition, there is a lever on the bottom which, if set, allows you open the window vertically! The hinge switches to the bottom, and you pull the top towards you.
